I've restarted the build in Travis. I believe the "restart" button only appears in Travis for folks who have rights to actually merge PRs in GitHub (as Travis integrates tightly with ones GitHub account). So, this would mean that only Committers can "restart" a failed Travis build.
We'll see if it completes successfully this time around.
