Data providers distribute metadata about items (i.e. a DSpace instance 
like http://ucispace.lib.uci.edu/).

Service providers generally make use of the metadata distributed by data 
providers.  For example, OAIster scans the records of more than 1,000 
data providers, and provides federated searching 
(http://www.oclc.org/oaister/).
