This is possibly because that group is referenced somewhere. For example if 
that group has rights to deposit into a particular collection, then unless you 
first remove those rights, you will not be able to remove the group. 

If you look in your dspace.log file, there should be a copy of the reason for 
the error.

It is not possible to delete the anonymous group, or the administrator group. 
THese are special groups and must both exist. If you don't want anonymous users 
to have access to your system, then make sure that you do not grant any 
privileges to the anonymous group.
