Hello all, I think that Ann's institution wants to use DSpace as a catalog with no full text uploaded to the system. If this is what they want, I would recommend to look at Lirias: https://lirias.kuleuven.be/
Lirias is a well-established repository with over 200,000 records. It has no (or almost no) full text.
