Hello all,

I think that Ann's institution wants to use DSpace as a catalog with no full 
text uploaded to the system.  If this is what they want, I would recommend to 
look at  Lirias: https://lirias.kuleuven.be/

Lirias is a well-established repository with over 200,000 records.  It has no 
(or almost no) full text.

Isn't that what it is?  Perhaps you could explain more fully what it is you 
want to do.
