I don't think anyone replied to your enquiry, so I'll just chip in to say that 
it isn't currently possible to do this out of the box.

There was a patch to add "Request a copy" functionality to earlier versions of 
DSpace and we first implemented this, along with an embargo facility, several 
years ago - with subsequent upgrades, I've had to hack the code to get it to 
work with later versions, but we are now running v1.6.2 with this feature added 
(hooked in to both our home grown embargo feature for older items, and the new 
built in embargo feature) - see http://hdl.handle.net/1893/2130.

https://wiki.duraspace.org/display/DSPACE/RequestCopy - but you'll need someone 
who is comfortable updating/recompiling the DSpace code in order to implement 
it - it was last updated for v1.4.2, so it won't work out of the box for later 
versions of DSpace, but, if memory serves, the changes needed to get it to work 
with v1.6 weren't rocket science . . . 

Would be good if this feature were added to DSpace at some point though - it 
is, after all, the flip side of the new embargo facility (I did put it in as a 
request when the embargo feature was being scoped), and the basic code already 
exists in this patch :-)
