Hi there, That's right, you can skip that minor release upgrade.
All of those minor upgrade steps have to do with updating the code, which does change each time. When I update, I generally build/deploy the code first, and import/upgrade the database second. That order isn't necessary, but I feel better letting the install process do what it wants with an empty database so it can tell me if it isn't happy with the setup. Then I blow that db away and import the real deal, run the upgrade scripts, and turn off my phone.
