5.1 of the Guidelines for Encoding Bibliographic Citation Information in
Dublin Core Metadata covers this question. They recommend the use of
dc.contributor.

I frowned a bit when reading this:*
Because affiliation is a property of the resource, rather than a creator,
the fact that there is no way to correlate particular authors with their
affiliations (when there are multiple authors) is not an issue.*

This document might be outdated because the last version dates from 2005.
However, I couldn't find a more recent one.

If I'm not mistaking MARC21 treats this as a subfield for 100_. Using
subfields in Dublin Core and DSpace is being done by quite a few
institutions. But that might require you to customize the OAI crosswalks as
well to make sure you filter out anything you added in subfields that you
might not want to pass to OAI-PMH harvesters.
