the short answer is... yes
I'm not an expert (nor a fan ;-) ) of the XMLUI but probably with some work it could be used also with XMLUI. The DSpace CRIS module uses spring MVC and JSP so the most easy way to use it in XMLUI is to add an exception in the xmlui web.xml to allow the spring servlet dispatcher to serve for the /cris/* path.
Obvious there are some issues with this approach that need to be addressed
1) the layout is build using the dspace:layout tag (header/sidebar/footer jsp), some work duplication is needed to keep a consistent layout 2) the cris object list (browse & search results) are build using a customized version of the jspui browse tag 3) in the customized 1.8.2 version to be used to build the module actually the xmlui (as other module) are disabled. This is mainly due to the back-porting of Discovery/Services 3.0 features + some specific customization in the dspace API that break the XMLUI

Anyway, if you or anyone else want try to use this module with the XMLUI I will be happy to help as possible!

    functions in the submission edit phase and the inter-navigation in

    The current version works on a customized version of DSpace 1.8.2
    JSPUI
    and can be installed by following the instructions provided here:

    We expect to release a complete upgrade of the DSpace CRIS module to
    DSpace 3 in the coming months. Some of this code base will make
    its way
