Hi Jacob,
the pre-DSpace 3.0 embargo's applied on a whole item by removing read
restrictions on *all* bitstreams at a certain date specified in the item
metadata.
In DSpace 3.0 the embargo period is really stored in the resource policy on
each individual file.

Answering your question:
In an older version of DSpace, you can manually set access restrictions by
going into Edit Item -> Edit Authorizations
To ensure that this new restriction is lifted at a certain time, you'll
need to add the embargo lift date to the metadata.
But doing this is likely to lift restrictions on all bitstreams in the
item, and not on that individual one.
Note that what I'm saying here seems to currently contradict the
documentation

But this is probably related to the interpretation of "standard tools".
Manually managing your authorizations on an individual file might be
excluded from the original author's definition of "standard tools".
