https://github.com/dspace/dspace. The master branch is the latest code
written by the community towards the DSpace 4.0 version.
You will need to dig the code to find what you need.

The only feature I need for the moment is the "add user from the command
line" function.
Is there a way I can download the corresponding code, combine it with DSpace
3.1, and compile/maven it?

dspace-4.0(-src)-release.zip not being available for download.
