If you change it in [dspace]/config/input-forms.xml, you only need to restart your servlet container for the changes to take effect. If you change it in [dspace-src]/dspace/config/input-forms.xml, you need to rebuild and redeploy DSpace. Refer to installation instructions for explanation of the directories.
