1.8 has the functionality of having community and/or collection administrators, as you mention These adminitrators, when positioned in the collection or community *context *where they have that role, have the link (Export metadata) in their administrator menu, that means the Batch Metadata exporting is available. However, the *import* part of the BME tool is only avaliable to system-wide adminitrators (at least to version 4) Probably this restriction comes from the possibility of re-assigning items to collections that has the BME tool. (I couldn find this restriction documented...)
