On the DSpace side, you can make DSpace and the local handle server
forget about the first handle simply by deleting its row from the
"handle" table (to verify - the old and new handle will have the same
value of (resource_type_id, resource_id) which in this case
corresponds to item_id).

I'm not sure if you need to do anything on the global handle server
side, but I don't think so (I suppose it delegates the management of
the whole prefix to the local handle server).
