Please, don't cross-post. This question belongs only to dspace-tech. In the first screenshot, the DB server is not listenting on the hostname and port you specified in dspace.cfg or may be blocked by a firewall.
In the second screenshot, it's supposed to be "ant fresh_install", not "ant fresh_ install" (remove the space).
