This looks like you don't have direct web access from your server. If web access usually goes via a proxy at your institution, you'll probably need to set up maven to use a proxy: https://wiki.duraspace.org/display/DSPACE/Set+Maven+Web+Proxy+Server+Settings
If that doesn't help, check with your firewall folks.
