On Windows [dspace]/bin/dspace.bat is used, not [dspace]/bin/dspace. So edit that and change set CURRENT_DIR=%cd% to set CURRENT_DIR=D:\Dspace\dspace\bin
(I'm not 100% sure with the path syntax on Windows, but this should get you started).
