The short answer (not trying to be snarky) is probably, whoever developed this functionality didn't need it to be available for submitters. You probably know that DSpace is developed by volunteers and new features are donated by the community; it's impossible to anticipate all needs so the first iteration of a new feature typically reflects the requirements of the organisation where this was first developed.
Feel free to open an improvement request in our issue tracker: https://jira.duraspace.org/browse/DS -- it would be particularly helpful if you could give a bit of context around the scenarios in which it would be useful if submitters could to do batch uploads.
