You can do it manualy as administrator.
Edit item -> Authorizarions
Edit the Anonymous policy of the files yoy want to set the embargo (
usually all inside ORIGINAL bundle) clicking the number on the left.
Set a future start date.
Save
So until the date, the anonymous read permisions, isnt active.

We are running DSpace 5.1 XMLUI but we have not implemented the
embargo module that allows submitters to set an embargo during the
submission process. Is there a way to set the dates for an embargo
manually after a submission has been deposited in the repository?
