Have a look at the wiki page on performance-tuning DSpace, specifically the section on PermGen:

It suggests at least 128MB of PermGen space; I've found I needed a little more depending on which webapps are deployed. Note there are alternatives to increasing the space of perm gen (allowing class unloading etc), so if you're reluctant to just increase the space, you could give those a go. See eg https://plumbr.eu/outofmemoryerror/permgen-space
