This is not an error message -- it simply means that DSpace thinks there are no changes in the CSV you're uploading. Most likely there is something subtly not right with your changes. Are you able to give us a line or two from your CSV (before + after)? Also, just to get the obvious out of the way, you are uploading the changed CSV file and not (by accident) the original export, yes?
