Hello,
The Submission pages/steps are all configured in the
[dspace]/config/item-submission.xml configuration file. So you'd want to
edit that file, and comment out the entire <step> definition for the
CCLicenseStep:
https://github.com/DSpace/DSpace/blob/dspace-5_x/dspace/config/item-submission.xml#L250
Once it's commented out, you'd need to restart Tomcat for the changes to
take effect in DSpace.
