What is the DSpace version you are working with?

For improving the performance, did you already follow the tips on this 
page: https://wiki.duraspace.org/display/DSDOC5x/Performance+Tuning+DSpace ?

Is your SOLR server running on a different server than your DSpace 
installation? That might cause the connection refused error.
