It's related but not the same -- thanks for reminding me though, I had forgotten about that PR!
I believe this can be fixed for titles via the Solr schema, using collation. I put a little bit of detail on this into my Stack Overflow question for this: http://stackoverflow.com/questions/35641539/ignoring-diacritics-when-sorting-facet-values-in-solr-4 -- the relevant bit of the Solr docs is here: https://wiki.apache.org/solr/UnicodeCollation
The collation approach doesn't seem to work out-of-the-box for facets though -- so it won't work for subject keywords. There is an answer on the Stack Overflow question that I haven't had a chance to try out yet, but it does look promising.
