I can imagine two possible causes: a) Do you regularly run "[dspace]/bin/dspace oai import"? b) There was a bug in the oai module that caused the same symptoms if the server used a non-UTC timezone. I see you're still running DSpace 3.2. You should upgrade to the latest 3.5 (there will be a 3.6 very soon) version, not only because it fixes this oai issue but also because it fixes security issues.
