I was able to reproduce your exact problem by replacing commas in the first line of my CSV file with carets. It seems like you literally have carets as value separators in your CSV, so the error is quite clear.
It's much safer to use commas as separators and that's what I recommend. If you need to keep the carets and you're feeling adventurous, you could try using fieldseparator=^ in [dspace]/config/modules/bulkedit.cfg, but I haven't tested it.
