Hello,
Unfortunately, there's not enough information in this email to allow us
to help. If Google cannot access your site cause of a DNS error, then
it definitely won't be able to find your robots.txt file either. My
guess would be you may have firewall that is still blocking Google.
This doesn't sound like a DSpace issue, as it sounds like Google is
having issues accessing very basic website information. In DSpace, the
robots.txt file is a static file (non-dynamic), so it's just accessible
like any website's robots.txt. So, to me this sounds like a possible
firewall issue.
Good luck. If you figure out more details or notice any errors in your
DSpace log files, feel free to send them along to this list and we can
see if we can help.

Hello there,
Dear colleagues, we've got a serious issue regarding the errors in
search console. We get such errors on random basis. Sometimes these
kind of errors appears once in a while & sometime like now we couldn't
get rid of these problematic issues.
Even after making sure that these kind of services like Google-bot are
allowed in firewall, we can't figure it out.
Here is the glance of what kind of errors we face:
1. Google couldn't access your site because of a DNS error.

2. Google couldn't access your site because of a server connectivity
error.

3. Google couldn't crawl your site because we were unable to access
your site's robots.txt file.

Let me tell you that, DNS was working OK till yesterday and so was the
Server Connectivity. The only thing problematic was Robots.txt. Then
suddenly all of them got unknown issues.
The above mentioned errors are for the DSpace [an open source
repository software package] running on Linux [Ubuntu] as VM on a
physical server [Windows Server 2012].
We'll be most thankful to you guys for any precious help in this case.
Thanking you,
