Another bug in this page is that this is not the actual "Page not found" page as generated by the PageNotFound transformer ( https://github.com/DSpace/DSpace/blob/master/dspace-xmlui/src/main/java/org/dspace/app/xmlui/aspect/general/PageNotFoundTransformer.java#L43), but just an exception page (hence the "Java stacktrace: org.apache.cocoon.ResourceNotFoundException: Page cannot be found").
You can see this by looking at the messages defined in the transformer compared to the messages you get in the UI. This also prevents internationalisation of the "Page Not Found" page.
