The report start date can be configured here.

If that setting is set before March 2016, then it is possible that you need
to force the older reports to be generated using the legacy statistics
reports commands.

I ran these commands on my test server, and they appear to generate monthly
reports.  Looking at the wiki, these commands appear to be deprecated.

Can others offer guidance on when to use these tools?
