Indeed, there is official Arabic translation only for XMLUI, not for JSPUI. If you want to translate it, it may help to start from an older translation attached in this thread:

And of course, you're welcome to submit a finished translation to DSpace (just post to a mailing list or attach the file to Jira) - then you won't have to worry about it the next time you install DSpace (it would be downloaded automatically).
