You may make the landing page of an item visible but restrict the access to the bitstreams belonging to an item. This would be done by the collection settings DEFAULT_ITEM_READ = Anonymous, DEFAULT_BISTREAM_READ = Your Groups During ingest the items inherit their read policies from these settings.
