A minor update to what Peter noted... while the REST API does not *yet* support workflow endpoints, we plan to support them in the upcoming DSpace 7 REST API. In DSpace 7, we'll be introducing a new Angular User Interface build on top of a (enhanced) REST API.
This effort is currently ongoing in a DSpace 7 UI Working Group: https://wiki.duraspace.org/display/DSPACE/DSpace+7+UI+Working+Group So, if you would like to help build out the REST API to support workflow endpoints, I'd encourage getting involved with that DSpace 7 effort. The REST API is undergoing a large refactoring between DSpace 6 and DSpace 7, so we'd recommend any new endpoints/features be added into the DSpace 7 effort directly.
