Hello Tom,
that was known, but the question was how to apply 'templates' i.e.
default metadata values on repository not collection level.
Having templates for all collections will lead to problems keeping these
uptodate with the rising number of collections.
Do you know of any way? I can only think of adding a curation task.

as far as I know this is not configurable in submission on repsository
level.
But you may use a curation task, to add/check for metadata see:

If you only need special metadata for crosswalks you might add these to
the crosswalk.
