Only the country code? or also the city code?
are the IP addresses recorded in raw SOLR records? ....Perhaps an Apache
or NGINX or other proxy server is not forwarding headers to Dspace.
There is some configuration parameters to deal with tis aspect

And of course there are limits to resolve local IP addresses (intranet)
