We also need to work out what we mean by "accessibility". For example, I'm told that here at a US public university which receives Federal grant money, we come under section 504 of the Rehabilitation Act of 1973 and thus are expected to comply with WCAG 2.0 level AA. Other jurisdictions may have different requirements. We need to collate all of those requirements so that we know what to test.
