I check dspace logs and returns it:

If you are performing an AIP restore, you can ignore this warning as the
Community/Collection AIP will likely create this group once it is processed.

So i tested with parameter:
dspace packager -r -a -t AIP -e admin -p capes/223016
<dir>/projetos_1425.zip
and it works. But this commands is diferent beacause it restore with old
handle collection and with parameter -s create a new handle.
I'm not sure why this command does not worked.
