It seems that your instance is not properly configured. Assuming you are using 5.x see Step 5 Initial Configuration where the dspace.hostname is set https://wiki.duraspace.org/display/DSDOC5x/Installing+DSpace#InstallingDSpace-Installation This is used in the oai description https://github.com/DSpace/DSpace/blob/dspace-5_x/dspace/config/crosswalks/oai/description.xml#L3 If you got the proper configuration it might be that your OAI index is old.
