Hi Vinicius, I'm not aware of a way to configure handle.net to use a URL or domain instead of an IP address. Also, the first question in the Handle.net Support page seems to say that if you update your IP address, you will need to update your Handle configuration: https://www.handle.net/hnr_support.html
Another option might be to look into whether you can purchase a fixed IP from your cloud hosting environment. While, by default, many cloud hosting options do not guarantee a fixed IP address, most offer an option to purchase a fixed IP address for an additional cost. For instance, if you are using Amazon Web Services (AWS), you can purchase an Elastic IP address (which provides a fixed, external IP) and attach that to your server (so that, even if your server reboots, it retains the same external IP address): https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/elastic-ip-addresses-eip.html So, plenty of DSpace sites are run in AWS using an Elastic IP address...and the Handle configuration works great (just set it up with your purchased Elastic IP address).
