The first thing I would check is the value of 'solr.server' in 'config/local.cfg'. The Solr instance which is installed by DSpace is configured by default with a Filter to reject requests that do not come from 'localhost'. If DSpace is configured to make requests of Solr through any other address, the Filter will tell Tomcat to deny the request with a 403. -- Mark H.
