It's likely that legacy refers to the legacy item-id system, with sequential ids (DSpace 5 and earlier), as opposed to the new uuid approach since DSpace 6. This is discussed and documented here: https://jira.lyrasis.org/browse/DS-3602 I didn't look closely enough and was wrong in my initial reply.
