I'm sorry to say that I haven't an answer for your questions, but I
would like to ask you, if you have time, to write up the original
problem in a Jira issue.  There ought to be a more graceful response
to an embargo which expires during workflow.  At first glance I would
say that DSpace should adjust the item if/as needed to treat the
embargo as satisfied and install the item as requested, without
complaint.
