Hello, the solve your issue we need futher more information. But it seems that you have not installed / configured the tomcat webapps correctly.
Please check the installation documentation again: https://wiki.lyrasis.org/display/DSDOC6x/Installing+DSpace#InstallingDSpace-Installation (section 10).
