I believe the port configuration is stored in a file called "config.dct". The instructions above say that you need TCP port 2641 open. Depending on your configuration, sometimes if you don't also have the UDP port (usually 2641) referenced in config.dct open to traffic also, the handle server will seem slow-ish.
