Hi Gerry, Apologies, but this is a known bug... we accidentally broke file upload recently but are working on fixing it in this in-progress PR https://github.com/DSpace/dspace-angular/pull/1024 As we are in very active development, these sorts of temporary breakages may occur at times. I'm hopeful this one will be fixed this week, if all goes well.
In the meantime, you could apply that PR to get the basics working again. It's not quite ready to merge yet though.
