Hi Tim, I am having the same error in my DSpace 7 instance here. I have no problem uploading files during the submission (thanks to the drag and drop feature) and this only occurs when adding a new bitstream to an archived item. I tried uploading a new bitstream in an archived item in https://demo7.dspace.org and this error also occurs. I am logged in as Demo Site Administrator when I did this by the way.
Hoping for a solution for this and I hope it will get resolved soon.
