In what specific way does it not work? Can your browser connect to that host and port at all? When you browse to it, do you get a broken page? and empty page? an error page? is the error from DSpace, Tomcat, or Apache HTTPD? Are there significant errors or warnings in the DSpace log? the Tomcat logs? the HTTPD logs? -- Mark H.
