Hi Jaware, I had the same issue and for me it was likely caused by having two different versions of openjdk installed.
However, in your case I think it might be that you're using Tomcat 10. The installation instructions <https://wiki.lyrasis.org/display/DSDOC7x/Installing+DSpace#InstallingDSpace-ServletEngine(ApacheTomcat9,Jetty,CauchoResinorequivalent)> specify Tomcat version 9.
