I think there is a missing step in the upgrade instructions relative to 7.0 as found on this page: https://wiki.lyrasis.org/display/DSDOC7x/Upgrading+DSpace Between step 4 (stop Tomcat) and step 5 (ant update), presumably one should copy the local.cfg file from the 7.0 installation? Otherwise, ant update will return an error.
