Hi Nurzhan, There's no need to register anywhere to setup an account in your DSpace. Once your DSpace site is installed, you have full control over all registrations yourself.
During the DSpace *backend* installation (step 14), you should have already created your initial Administrator Account. Use that account for the first login. After that, you can create additional accounts from the User Interface (click "Login" -> "New user? Click here to register"), or you can create more Administrator accounts using the same commandline "./dspace create-administrator" script.
