I believe this is caused by issue DS-4034, which is resolved by pull 
request, https://github.com/DSpace/DSpace/pull/2276 for DSpace 6.4 (and 
another PR for DSpace 7). I plan to try applying this as a patch to our 
DSpace 6.3. We have reported the issue for VTechWorks in our GitHub 
repository, https://github.com/VTUL/vtechworks/issues/682.
