It's a permission issue you have. By default DSpace gives Anonymous group 
read access so it seems the doc's have it but not the pdf's. Double check 
the permissions ( Authorization ) starting from the top 
community/collections all the way to the bitstream itself. Try to search 
for the bitstream using Solr. You should be able to download it using Solr 
even if Anonymous denied the access in the authorization tab.
